Deputy Director - Supervision, Digital Assets & FinTech

Gessie Herilien is a Compliance and FinTech professional based in the Turks and Caicos Islands (TCI). She joined the Financial Services Commission in February 2014 and currently head the Supervision, Digital Assets & FinTech Department. In this role, she oversees stakeholder consultations and drives the development and implementation of the TCI regulatory framework for Virtual Assets (VAs) and Virtual Asset Service Providers (VASPs), supporting the Commission’s strategic mandate. Her work focuses on strengthening regulatory capacity, enhancing risk-based supervision, and ensuring alignment with international standards and best practices.

Previously, she was the Head of the Strategic Compliance and Effectiveness Unit within the AML Supervision Department and Supervisor within the Companies Registry at the Commission, where she led teams, supported AML/CFT/CPF strategies, and contributes to the Caribbean Financial Action Task Force (CFATF) led initiatives and International Cooperation.

Gessie was recognised by CFATF for her technical contributions as co-lead on a regional AML research project examining money laundering vulnerabilities in non-traditional DNFBPs in 2025. Gessie continues to support the TCI National Risk Assessment cycle, having served on the Counter Terrorism & Proliferation Financing Working Group, and now leading the Virtual Assets Steering Committee.

Gessie holds a Master of Laws in Financial Technology and Regulation, a Master of Business Administration in Banking and Finance, and specialised certifications in compliance, risk management, crypto-assets, blockchainand emerging financial technologies.

She is a Chartered Banker, a member of the Chartered Banker Institute of Scotland, a Chartered Corporate Secretary accredited by the Caribbean Governance Training Institute, a Chevening Alumna, and a CFATF-5th Round trained assessor.
